When an IEP Isn’t Working: What Parents Should Know

Many parents assume that once an Individualized Education Program (IEP) is in place, their child’s educational needs are fully addressed. In reality, families often realize over time that services aren’t effective, progress has stalled, or supports don’t match their child’s needs.
Recognizing when an IEP isn’t working and knowing that options exist are important parts of effective advocacy.
Signs an IEP May Not Be Meeting a Child’s Needs
An IEP may need to be revisited if:
- A child is not making meaningful progress
- Goals are repeated year after year without improvement
- Services are reduced without clear justification
- Accommodations are inconsistently implemented
- Parents feel excluded from decision-making
These concerns are common and do not mean a parent has done anything wrong.
IEPs Are Meant to Be Individualized
Special education law requires that services be based on a child’s unique needs, not staffing limitations, budget concerns, or convenience. An IEP should be tailored to support access to education and meaningful progress.
If a plan does not reflect a child’s current needs, it may be appropriate to ask questions, request changes, or seek additional information.
Parents Have an Ongoing Role
Parents are equal members of the IEP team. This means families have the right to:
- Participate in IEP meetings
- Ask for explanations and documentation
- Request assessments when concerns arise
- Disagree with recommendations
